At the verry bottom of the page:
"For example, it's guaranteed that an integer value will be stored in a minimum of 32 bits of storage. However, once again, it's not guaranteed."

How can somthing be guaranteed and not guaranteed at the same time? Did I miss something?

I think it meant that it is guaranteed to be at least 32 bits, but you can't count count on it being exactly 32 bits.  In other words, depending on the implementation, it could be larger.
